OP Environment

OP Environment 2014-2020 includes investments in infrastructure projects in the sector “Water”- water supply infrastructure and large combustion plants efficiency. The objects are cities’ heating systems modernization. Currently 30 cities in Bulgaria have problems with pollution from particulate matter. To resolve the problem Bulgaria is seeking Europe’s funding programs.

OP Regional development
OP “Regional Development” will focus mainly on road construction. OP “Regional Development” 2014-2020 seeks for greater territorial impact in Bulgaria. The operational program will increase the use of different financial instruments in urban areas – like JESSICA.

The role of regional and local structures implement regional priorities and creates regional identity, focus on resources and uses integrated approaches in urban area. The main goal is to achieve Strategy “Europe 2020” with close collaboration with other countries with geographical characteristics in management of structural funds and government from EU.

OP Transport
The amount of funding under the Operational Program “Transport” (2014-2020) is about 4 billion euros . The strategy for development of transport system in Republic Bulgaria by 2020 is mainly on following Trans-European corridors:

• Transport corridor IV Vidin – Sofia – Kulata and VII Danube
• Corridor X – branch C, connecting Belgrade – Nis -Sofia
• Corridor IV Plovdiv – Svilengrad – Istanbul – TRACECA
• Corridor VIII, Durres – Tirana – Skopje – Sofia – Plovdiv – Burgas / Varna
• IX Bucharest – Ruse – Dimitrovgrad – Aleksandrupolis
• Motorways of the Sea – links to Burgas and Varna ports with Ukraine, Russia, Georgia and Turkey; links the Black Sea – Mediterranean.
• Railways – modernization of a number of train connections across the country.

OP Transport program 2014-2020 envisages construction of an intermodal terminal in Plovdiv. The effects of the his implementation for railway infrastructure projects will result in reaching the speed of trains to 160 km/h, electrification of railway lines along the main routes, the introduction of a European system for controlling the movement of trains ERTMS / ETCS and GSM-R; reducing travel time by rail over 40% and more.

OP Human resources
The priorities of the OP “Human Resources ” in 2014-2020 programming period is determined by the objectives of the ” Europe 2020 “. The program concentrate on measures for acquiring new knowledges and skills, training and qualification of human resources, lifelong learning. Main objectives in “Europe 2020″ are achieving 75% of employment rate among the population aged from 20 to 64 years with the active participation of older and low-skilled workers. Achieving an economy with high levels of employment, which creates conditions for social and territorial cohesion both within the European Union and Bulgaria, is possible through the implementation of the so-called interdependent objectives: better education and skills improvement conditions for realization on the labor market and higher employment levels help to reduce poverty. These are priorities of the OP ” Human Resources ” in this period.

One of the headline targets for the EU, which will be reflected in the operational programs of member states, will be reducing the number of people in risk of poverty by 20 million people. To achieve this objective, the EC proposed the initiative “European Platform against Poverty”, aimed at economic, social and territorial cohesion. This is a project who aims poor and excluded people to get active role in society. In the next programming period, the OP “Human Resources ” will focus on measures to the private sector.

OP competitiveness
To overtake economic development compared to other Western Europe countries, Bulgaria, must concentrate efforts in sectors such as information technology, outsourcing, clean technology and biotechnology, industries related to health. These sectors are focused on the OP “Competitiveness” in the next programming period.

The Europe Commission increase program funding for 2014-2020 with 20-30% compared to 2007- 2013. The next programming period will enhance the initiative JEREMIE program as an option for financing SMEs through venture capital or guarantee funds. 200 million. Leva OP “Competitiveness for energy efficiency will be separated in the pool along with funds from the EBRD and 10 partner banks in Bulgaria. The entire process will be managed by the EBRD. The Bank will provide free technical assistance worth to 1 mln. Euros.
