Main objectives in “Europe 2020″ are achieving 75% of employment rate among the population aged from 20 to 64 years with the active participation of older and low-skilled workers. Achieving an economy with high levels of employment, which creates conditions for social and territorial cohesion both within the European Union and Bulgaria, is possible through the implementation of the so-called interdependent objectives: better education and skills improvement conditions for realization on the labor market and higher employment levels help to reduce poverty. These are priorities of the OP ” Human Resources ” in this period.

One of the headline targets for the EU, which will be reflected in the operational programs of member states, will be reducing the number of people in risk of poverty by 20 million people. To achieve this objective, the EC proposed the initiative “European Platform against Poverty”, aimed at economic, social and territorial cohesion.
